Article 1 the application of combustible gas detection alarm (hereinafter referred to as alarm) to monitor the leakage and accumulation of combustible gas at the production site is an important means to prevent explosion accidents and must be included in the system management.
Article 2 the use and management of alarms must be strengthened, and the installation rate, utilization rate and intact rate of alarms should reach 100%.
Third, the selection of alarm should have the conditions:
1. The function, structure, performance and quality shall meet the requirements of national laws and regulations.
2. Obtain the production license of measuring instruments issued by the national legal measurement unit.
3. Obtain the explosion-proof certificate issued by the national designated explosion-proof inspection department, and reach the explosion-proof level required by the installation site.
4. Advanced technology, stable quality, sensitive response, easy maintenance, ensure the supply of spare parts.
5. It is less affected by other gases, temperature and humidity.
6. After the promulgation of the national standard, the national standard shall be strictly implemented.
Article 4 if the newly built, expanded or reconstructed production equipment and storage and transportation system are likely to leak combustible gas, an alarm shall be provided in accordance with the principle of "Three Simultaneity" of simultaneous design, construction and simultaneous acceptance. The imported projects and domestic supporting projects should also be equipped with alarms in accordance with this principle.
Article 5 the location, quantity and mode of alarm setting shall be carried out according to the equipment configuration of similar devices at home and abroad, and according to the production experience and actual conditions of the device.
Article 6 several problems should be paid attention to in the installation place of alarm:
1. Density of combustible gas that may leak.
2. The main wind direction and other environmental factors shall be considered for outdoor installation.
3. The influence of rainwater and toxic gas on the original detection.
Article 7 the standard gas for the calibration of alarm, the calibration instrument, calibration method and calibration personnel shall obtain the written permission of the local municipal Metrology Department.
Article 8 alarm shall be managed at three levels: factory, workshop and team, and the professional management shall be mainly in the mobile department, and the functional departments of safety, technology, measurement and instrument shall be jointly responsible.
Article 9 all administrative departments shall carefully formulate the following relevant systems:
1. Alarm management, inspection, scrap, update, demolition, deactivation, temporary shutdown and acceptance system.
2. Mandatory periodic inspection and calibration system.
3. Maintenance and maintenance system.
4. Training system for relevant personnel.
Article 10 the tasks of the administrative departments:
1. The mobile (metering) department is responsible for organizing the construction and acceptance inspection of the new alarm in the existing production device, the annual (quarterly) maintenance of the alarm, the formulation and review of technical measures plan, the operation status and maintenance of the alarm, the inspection of the maintenance quality, and the assessment and evaluation of the alarm operation indexes (installation rate, utilization rate and intact rate), Responsible for other work within normal business scope.
2. The quality, safety and environmental protection department shall participate in the review and pre operation acceptance inspection of additional alarms, be responsible for the review and record of elimination, shutdown and temporary shutdown, and be responsible for the supervision of the operation, management and maintenance of alarms. And responsible for the selection of new device alarm, setting scheme work.
3. The instrument workshop shall designate a team, assign a special person to be responsible for the maintenance and verification of the alarm, and improve the file data.
4. The operators in the production workshop must understand the performance, principle and operation of the alarm.
Article 11 the factory shall strengthen the organization and leadership of the alarm related work, enrich the technical force and maintenance personnel, and improve the necessary calibration means.
Article 12 the factory shall formulate detailed rules for implementation according to the system and shall be included in the scope of economic responsibility system assessment.
Article 13 units and individuals who have lost due to dereliction of duty in the use and management of alarms shall be dealt with seriously according to the circumstances.
